ATAF Welcomes New Members to the UN Committee of Experts on International Cooperation in Tax Matters

Monrovia, Liberia: The African Tax Administration Forum (ATAF) warmly welcomes the appointment of 25 new members to the United Nations Committee of Experts on International Cooperation in Tax Matters, whose term will run until 2029. Equally, ATAF extends deep appreciation to the outgoing members for a stellar performance, including the 2025 update of the United Nations Model Double Taxation Convention.
ATAF congratulates all newly appointed members, as well as those who were retained, and takes special pride in the inclusion of outstanding African professionals:

  • Ms. Jeneba Jackline Bangura (Sierra Leone)
  • Ms. Hajara Batamuliza (Rwanda)
  • Ms. Wanjiru Kiarie (Kenya)
  • Mr. Mathew Olusanya Gbonjubola (Nigeria)
  • Ms. Kapembwa Elizabeth Namuyemba-Sikombe (Zambia)
  • Mr. Darlingston Y. Talery (Liberia)

Their appointment signals a growing recognition of Africa’s expertise and leadership in global tax policy and administration.
“This moment is more than symbolic. It affirms Africa’s readiness to help shape a fairer, more inclusive international tax system,” said ATAF Executive Secretary, Mary Baine.
As discussions around global tax reform intensify, particularly through the proposed UN Framework Convention on International Tax Cooperation, ATAF reaffirms its commitment to advancing African perspectives by providing research, capacity development, and platforms for regional consensus.
The UN Tax Committee plays a vital role in shaping international tax rules and norms. In this critical period of global transition, the newly appointed experts are entrusted with ensuring that tax systems promote equity, resilience, and sustainable development.
ATAF stands ready to support their work, just as we supported the work of their predecessors, through:

  • Policy and legal research grounded in African realities, including the taxation of the digital economy, combating illicit financial flows, and enhancing domestic resource mobilization;
  • Capacity building and peer learning, drawing on the participation of over 44 African tax administrations;
  • Advocacy and regional coordination, to help articulate coherent African positions in global tax negotiations.

ATAF looks forward to close collaboration with the new Committee members in shaping global tax rules that reflect the needs and aspirations of all countries.
“The success of this committee is certain, and it will be our shared success,” Ms. Baine added.
