Government Launches Nationwide FY2025 Budget Outreach and FY2026 Pre-Budget Consultations to Boost Citizen Participation

Gbarnga,Bong County, Liberia: The Government of Liberia, through the Ministry of Finance and Development Planning (MFDP), has launched a nationwide Fiscal Year (FY) 2025 Budget Outreach and FY 2026 Pre-Budget Consultation across the country.

The exercise is being held under the theme, “Empower Citizens, Strengthen Accountability: Building Liberia’s Future Through Inclusive Budgeting.”

Speaking at one of the gatherings in Gbarnga on Sunday, October 6, 2025, Deputy Minister for Administration at the MFDP, Hon. Bill McGill Jones, said the event is part of efforts to promote the government’s Open Budget Initiative.

Minister Jones noted that in the past, citizens had limited involvement in the formulation of the national budget, something he described as contrary to democratic principles, since the power of the state rests with the people.

“I know for long people haven’t been able to participate in the development of the national budget, but President Boakai said, ‘My people who gave me the power need to be part of the decision-making process,’” Minister Jones stated.

He emphasized that when citizens are actively engaged in the budget development process, they develop a sense of ownership and can contribute valuable recommendations to ensure equitable distribution of national resources for the collective good.

Minister Jones further explained that the ongoing nationwide consultation also seeks to inform citizens about the implementation plan of the FY 2025 National Budget and highlight county-level development priorities funded through the budget.

He underscored that the voices of ordinary Liberians are vital in crafting a more responsible and citizen-driven budget that aligns with international best practices.

As preparations for the FY 2026 Budget continue, Minister Jones said the ministry is also gathering citizens’ input to ensure their priorities are reflected.

He urged participants to express their views openly instead of leaving all decisions to the ministry, reminding them that they play a key role in supporting the budget through tax payments.

The recruitment of participants was facilitated by civil society organisations through Integrity Watch Liberia.

The event brought together people with disabilities, youth groups, women’s and men’s organizations, and local officials, among others.

The nationwide consultation, which commenced on October 3, 2025, is expected to conclude on October 18, 2025.
