LRA, Orange Liberia, and Ecobank Launch Integrated Mobile Money Platform

Monrovia, Liberia: The Liberia Revenue Authority in collaboration with Orange Liberia and Ecobank Liberia, has launched a groundbreaking digital payment solution aimed at transforming the country’s tax system. The new Integrated Orange Mobile Money Platform allows taxpayers to pay government taxes and fees from their mobile phones without internet access or a visit to the bank.

The platform, officially launched today following the signing of a Memorandum of Understanding (MOU) on July 23, enables payments across 18 government ministries and agencies. By integrating Orange Money with the Liberia Integrated Tax Administration System (LITAS), the initiative streamlines tax transactions, cuts costs, and increases transparency.

LRA Deputy Commissioner for Technical Affairs, Gabriel Montgomery, hailed the platform as a “game-changer” for domestic resource mobilization.

“Taxpayers no longer need to stand in long queues at banks or even access the internet. With Orange Money on your phone, taxes can be paid instantly and you’ll receive your official LRA receipt by SMS within seconds,” he said.
“Digitizing taxes and fees is not just about convenience it’s how we build trust, close revenue gaps, and fuel Liberia’s development.”

Orange Money CEO, Maxwell Dodd, disclosed that 18 ministries and agencies have already been enrolled on the system, with plans to include more.

“The platform is simple, secure, and user-friendly. In just five quick steps, a taxpayer can complete a transaction, receive confirmation, and move on with their day,” he added.

Ecobank Liberia Managing Director, Salamata Diallo, praised the partnership as a “milestone in cashless government transactions,” and Assistant Finance Minister for Tax Policy and Revenue, Andrew Ngolle, emphasized that digitization is vital to ensuring fiscal transparency and efficiency.

Under the leadership of Commissioner General James Dorbor Jallah, the LRA has prioritized digital innovation, modernizing tax offices, automating rural ports, and rolling out cashless systems such as this. Liberia is now fast aligning with regional leaders like Rwanda, Eswatini, and Zambia in public revenue administration.

The Integrated Orange Mobile Money Platform is expected to boost taxpayer compliance, reduce transaction time and costs, and enhance domestic resource mobilization strengthening government’s capacity to deliver better services to the Liberian people.
