President Boakai Suspends Import Tariffs on Off-Grid Solar Products to Boost Renewable Energy Access

Monrovia, Liberia: President Joseph Nyuma Boakai, Sr., has signed Executive Order No. 152, suspending import tariffs on off-grid solar renewable energy products in a major push to expand access to clean and affordable power across Liberia.

The move renews the Government’s commitment to renewable energy growth, following the expiration of Executive Order No. 134, and is expected to accelerate private sector investment in solar technologies while lowering costs for consumers.

According to an Executive Mansion release, the tariff suspension covers a wide range of products, including off-grid solar lighting and electrification systems, standalone photovoltaic components, energy-efficient appliances, batteries, panels, control units, and other technologies essential for rural electrification and energy system reliability.

President Boakai stressed that the policy is part of his administration’s broader development agenda to improve livelihoods and stimulate economic growth.

“Clean and affordable energy is central to our development agenda. By removing barriers to importation, we are creating opportunities for Liberians to access renewable energy solutions that improve livelihoods, power businesses, and strengthen our economy,” he said.

Key Provisions of the Executive Order:

  • Importers will now only pay Customs User Fees (CUF) and, where applicable, t heECOWAS Trade Levy (ETL).
  • Eligible entities must be registered with the Rural and Renewable Energy Agency (RREA) and ensure that all products are certified by the National Standards Authority (NSA) for quality and safety compliance.

The suspension of tariffs takes immediate effect and aligns with Liberia’s broader strategy to promote universal energy access, combat climate change, and encourage sustainable development.
