ATMeN Chair Applauds Appointment of Mary Baine as New ATAF Executive Secretary

The African Tax Media Network (ATMeN) has extended heartfelt congratulations to Ms. Mary Baine on her historic appointment as the new Executive Secretary of the African Tax Administration Forum (ATAF), effective July 1, 2025.

Ms. Baine becomes the first woman and only the second individual to lead ATAF since its establishment in 2009, marking a milestone for gender inclusion and leadership in African tax administration.

In a statement issued in Monrovia, ATMeN Chairman Danicius Kaihenneh Sengbeh praised the appointment as a pivotal moment for ATAF and the broader African tax landscape. He expressed strong confidence in Ms. Baine’s ability to elevate ATAF’s mission of strengthening tax systems, advancing domestic resource mobilization, and supporting sustainable development across the continent.

“We look forward to continued collaboration with ATAF under Ms. Baine’s leadership,” said Sengbeh. “Together, we aim to foster greater transparency, accountability, and efficiency in tax administration by working with journalists and media entities to tell Africa’s untold tax stories.”

ATMeN, a continental network of tax journalists and communicators also celebrated the appointment Ms. Baine as a landmark achievement for gender representation and leadership in African tax administration, as well as a significant boost for tax journalism on the continent.

Sengbeh, who also heads Communication, Media, and Public Affairs at the Liberia Revenue Authority, added: “Not only was ATMeN born with her support, but I have every confidence that Ms. Baine will nurture and grow this platform to amplify tax messages, improve compliance, and build a stronger Africa,”

Ms. Baine brings a wealth of experience and a steadfast commitment to advancing fair, effective, and inclusive tax systems across Africa. During her tenure as ATAF’s Deputy Executive Secretary, she played a key role in shaping the organization’s strategic direction, strengthening international partnerships, and driving multilateral initiatives including the establishment of the African Tax Media Network in 2019.

Her distinguished career also includes serving as Commissioner General of the Rwanda Revenue Authority and as Permanent Secretary in Rwanda’s Ministry of Foreign Affairs.

ATMeN also expressed profound gratitude to outgoing ATAF Executive Secretary Mr. Logan Wort for his 15 years of transformative leadership.

 “We thank Mr. Wort for his unwavering dedication to ATAF’s mission and to the advancement of tax administration across Africa. His visionary and inclusive leadership significantly elevated Africa’s voice in global tax discourse,” Mr. Sengbeh indicated.

Among Mr. Wort’s landmark contributions was the creation of ATMeN, a pioneering initiative aimed at bolstering public engagement and shaping Africa’s tax narrative from within.

“His legacy includes a deep belief in the power of communication and advocacy,” Sengbeh noted. “Under his leadership, tax communication became a core pillar of modern tax administration in Africa.”

ATMeN also extended its best wishes to Mr. Wort for continued success in his future endeavors and reaffirmed its commitment to working collaboratively with ATAF under Ms. Baine’s leadership to enhance the visibility and impact of tax reforms across the African continent.
