LRA CG Applauds New ATAF Executive Secretary: Anticipates Renewed Momentum for African Tax Reform and Regional Cooperation

The Liberia Revenue Authority (LRA) has warmly congratulated Ms. Mary Baine on her appointment as the new Executive Secretary of the African Tax Administration Forum (ATAF), effective July 1, 2025. The LRA described her appointment as a pivotal development in Africa’s continued drive to strengthen domestic resource mobilization and enhance tax reform efforts continent-wide.

In an official statement, LRA Commissioner General James Dorbor Jallah hailed Ms. Baine’s elevation to the top ATAF post as “timely and well-deserved,” highlighting her impressive leadership record and deep commitment to equitable and effective tax systems across Africa.

 “Ms. Baine’s appointment is well-deserved and marks a significant milestone for ATAF and the African tax community,” said Commissioner General Jallah. “Her proven track record in tax administration and international cooperation positions her to lead ATAF into a new era of promoting efficient tax systems that support sustainable development across the continent.”

Prior to this role, Ms. Baine served as Deputy Executive Secretary of ATAF and held senior government roles in Rwanda, including Commissioner General of the Rwanda Revenue Authority and Permanent Secretary at the Ministry of Foreign Affairs. Her career has been defined by her focus on inclusive development, strong institutional governance, and regional tax integration.

CG Jallah also praised the leadership of outgoing ATAF Executive Secretary Logan Wort, who has served since the forum’s founding in 2009. He credited Mr. Wort with shaping ATAF into a highly respected continental institution and elevating Africa’s influence in global tax policy circles.

“We are grateful for Mr. Wort’s steadfast dedication to ATAF’s mission and for strengthening tax administration across Africa,” CG Jallah noted. “His visionary and inclusive leadership has significantly amplified Africa’s voice in regional and global tax discussions.”

The Liberia Revenue Authority reaffirmed its unwavering commitment to working collaboratively with ATAF under Ms. Baine’s stewardship. CG Jallah emphasized the LRA’s readiness to partner on initiatives that enhance tax compliance, improve administrative efficiency, and empower African countries to meet their development goals through effective domestic resource mobilization.

“As Africa continues to chart its path toward self-reliance and prosperity, tax systems must be the engine driving that transformation,” Jallah concluded. “We look forward to deepening our engagement with ATAF and with Ms. Baine’s leadership as we work to build a stronger, fairer, and more cooperative tax environment for all Africans.”
