LRA Modernizes Tax Operations with SOP Overhaul to Embrace Digital Era

The Liberia Revenue Authority has completed a comprehensive two-day review of the Standard Operating Procedures (SOPs) within its Domestic Tax Department, marking a major step toward modernizing tax administration in the digital age.

The review exercise, held in collaboration with the Enterprise Design, Quality Assurance & Results Division (EDQARD), focused on aligning the LRA’s operational procedures with the realities of modern tax administration and technological advancement. Nearly 30 staff members from the Domestic Tax Department, EDQARD, and the Office of the Commissioner General participated in the workshop held in Margibi County.

Speaking at the close of the session, LRA Commissioner General James Dorbor Jallah emphasized that the digital transformation of tax systems is critical to improving efficiency and service delivery. He cited the need to transition from manual, paper-based systems to fully automated, web-based platforms.

“We are moving toward automation. Our processes and SOPs must align accordingly,” Commissioner General Jallah stated. “It is critical that we invest more in IT to reduce waste and eliminate redundant processes, including manual audits. Countries like Zambia are already seeing the benefits of digital tax systems we must not be left behind.”

The review covered 13 SOPs that had not been updated in over four years, despite significant advancements in revenue collection tools and practices. One key driver of the overhaul is the migration from the outdated SIGTAS platform to the more robust Liberia Integrated Tax Administration System (LITAS).

Isaac G. Flomo, Manager of the Business Policy & Research Section, stressed the importance of updating the SOPs to reflect how LITAS functions, ensuring staff are better guided and taxpayers receive consistent, streamlined services.

Standard Operating Procedures play a vital role in guiding staff, enhancing professionalism, minimizing subjectivity in tax processes, and aligning daily operations with the LRA’s institutional goals. According to Thomas Jallah, Manager for Enterprise Design, Quality Assurance & Results, SOPs improve organizational efficiency by clearly defining responsibilities, required tools, and expected outputs—ultimately boosting taxpayer confidence.

The SOPs reviewed include procedures for taxpayer registration and segmentation, tax clearance certificate issuance, audit processes, filing and payment, assessment and accounting, 4% payment at ports of entry, domestic enforcement, direct transfer and payment processes, among others.

This initiative underscores the LRA’s commitment to institutional reform, technological advancement, and improved taxpayer services. Commissioner General Jallah reaffirmed that embracing technology and continuous process improvement are essential for Liberia’s future in revenue mobilization.
