The African Tax Administration Forum (ATAF) has officially welcomed Ms. Mary Baine as its new Executive Secretary, effective today, 1 July 2025.
Her appointment follows a rigorous selection process and strong endorsement from ATAF’s 44 member countries, and was formally announced on 3 June 2025. Ms. Baine steps into the leadership role with a clear mandate to continue strengthening fair, efficient, and context-specific tax systems across the African continent.
Bringing more than 20 years of expertise in tax policy, international cooperation, and strategic development, Ms. Baine has been a key figure in advancing ATAF’s mission. Prior to this appointment, she served as the Deputy Executive Secretary, where she played a critical role in steering the organization’s strategic direction and enhancing multilateral tax cooperation.
As Executive Secretary, Ms. Baine will oversee the implementation of ATAF’s technical assistance programs, capacity-building initiatives, and policy advisory support to member administrations. Her leadership will focus on amplifying Africa’s voice in global tax discourse, promoting equity through taxation, and boosting domestic resource mobilization for sustainable development.
“We have a shared mission — to build stronger, fairer tax systems that fund Africa’s development,” said Ms. Baine. “I look forward to deepening our partnerships, driving meaningful reforms, and working with our members to elevate Africa’s tax agenda on the global stage.
ATAF expressed confidence in Ms. Baine’s leadership and vision, describing her assumption of office as the beginning of a new era of impact and innovation for tax administration across Africa.
