Woman at the Helm: Mary Baine Assumes Executive Secretary Role at African Tax Administration Forum

The African Tax Administration Forum (ATAF) has announced the appointment of Ms. Mary Baine as its new Executive Secretary, effective July 1, 2025. She will take over from Mr. Logan Wort, who has led the organization since its founding in 2009.

The announcement, made by ATAF Chairperson Mr. Edward Kieswetter, signals a new era of leadership for the continental tax body, which represents 44 member countries across Africa. Ms. Baine, currently serving as Deputy Executive Secretary, brings a distinguished record of public service and tax leadership to her new role.

“Ms Baine’s appointment marks a new and exciting chapter in ATAF’s journey. Her extensive expertise, demonstrated leadership, and unwavering dedication to the Forum’s mission uniquely positioned her to lead ATAF in the next phase of its journey.” Mr. Edward Kieswetter indicated.

She becomes the first woman and only the second person to serve as Executive Secretary of ATAF since its establishment in 2009.

Ms. Baine is widely respected for her deep commitment to advancing equitable, effective, and inclusive tax systems in Africa. During her tenure as ATAF’s Deputy Executive Secretary, she played a central role in shaping strategic direction, fostering international partnerships, and spearheading multilateral African tax initiatives.

Her public service career also includes leadership roles in Rwanda, where she served as Commissioner General of the Rwanda Revenue Authority and as Permanent Secretary in the Ministry of Foreign Affairs.

As Executive Secretary, Ms. Baine will lead ATAF’s efforts to strengthen tax systems, support domestic resource mobilization, and drive Africa-informed policy positions at regional and global levels.

ATAF acknowledged outgoing Executive Secretary Mr. Logan Wort for his 15 years of transformational leadership. Under his stewardship, the Forum became a key voice in international tax discussions and significantly expanded its capacity-building programs across Africa.

Kieswetter noted that,”Mr. Wort leaves a legacy of excellence, integrity, and impact. As we welcome Ms. Baine into this new role, we look forward to building on this strong foundation and accelerating progress toward a more equitable and prosperous Africa”.

Founded in 2009, ATAF works to improve tax policy and administration in Africa through technical assistance, training, research, and advocacy, serving as a continental platform for collaboration among African tax authorities.
